I can’t send money to Revolut or Paypal

The CleverCard that you received qualifies for the small benefits tax exemption scheme and can only be used to purchase goods or services. If the CleverCards were converted to cash, yourself and / or your employer may have a tax liability.

CleverCards cannot be converted to cash or used for ATM withdrawals, money transfers (e.g Revolut, PayPal, Wise,TransferWise; mPayX), or Quasi cash merchants like cryptocurrencies or money orders and this is referenced in the MasterCard Terms available in your CleverCards app.
